    for me it's gero, and by far. he spent most of his life creating androids to kill him, kidnapped teenagers and turned them into his slaves, stalked goku from his childhood until he was a young adult, and even turned himself into an android to kill him. broly didn't even care about goku until he met him for the first time since they were babies. same thing with frieza. he didn't care about goku until he defeated him on namek.

    Goku's closest friends

    Goku has several friends and I suppose he considers them all to be pretty close but I've noted that among his friends there is a select group of people that he is particularly close to; you could say this are his go to people when it comes to facing a threat, receiving advice, taking care of his family or in general just hanging out. Its not that he favors them so much as that he trusts them more when things get serious as he knows how they'll react because he knows them best.

    • Bulma: her relationship to Goku is mostly fraternal since she was his first human friend. On her part she thinks of Goku in a maternal way being like her little brother and looks up to him when it comes to setting a standard for selflessness (if not heroism), which causes her risk herself for others on very rare occasions. To her, he'll always be that snot nosed kid she first met and its telling that she has barely ever expressed attraction to him. Hell, someone like Chichi having never grown jealous of her husband going on trips with another woman (that I remember) is pretty telling as to how much the family is used to her. She is also Goku's go to woman when it comes to tech so she probably pulls her weight better than some of his stronger friends.
    • Krillin: Goku himself admitted Krillin is his best friend and probably the one who best knows how to push him when it comes to dangerous situations. Since he was Goku's earliest training partner he knows what motivates the guy and when it comes to just hanging out he can let his guard down around Krillin. He serves to remind Goku that there are things that matter more than fighting, not because necessarily of his loved one so much as because his face is the best way to remember those that are helpless. You could say he sees Krillin as a younger brother, which reflects on Krillin's own familiar bond with Gohan, whom he sees as he would his nephew though given his height difference Gohan probably sees him as an older brother.
    • Piccolo: as the man who raised his son when he was not around, when it comes to giving Goku general common sense advice or worldly wisdom is definitely be Piccolo. He even looks at him when he needs advice at mastering more complex techniques like the fusion, which he helped him teach to Trunks and Goten. You could say Goku sees him as more mature brother specially since he is in a sense a part of one of the men who taught him, Kami-sama. He also serves as an advicer on how to properly use the dragon balls to solve a situation with common sense or how to tell if a person is good or bad when Goku would be too forgiving.
    • Vegeta: if the other are his siblings Vegeta is simply Goku's bro, being the person that has more in common with him than anyone else. When Beerus asked him to describe their relationship he says they are "enemies that have formed a truce" but he is obviously the one person Vegeta admires, as he never fails to amaze him. When others are confused about Goku's behavior, he is the one that can explain it best though in the end of the day the guy's antics still baffle him. Growing up, the only family Vegeta knew were a father that he needed to prove himself to, an older servant that only did as he was told and a boy his age that happened to be much weaker and well.... Frieza; this caused Vegeta to never respect anyone until he met Goku the person who taught him how to properly gain strenght by caring and that ultimately there were many ways to be a proper saiyan, which Vegeta considers Goku to be (though that doesn't stop him from nagging Goku over not following Saiyan tradition and calling him by his birth name). In the end, it is Vegeta's presence as training partner what allows Goku to keep improving which makes him be thankful to the guy, in a way more than any of his friends. Vegeta also realizes that without Goku he would never started his family.

    This four are the people Goku considers his silings to degree he'll never acknowledge Raditz to be. Even Goku's own children, Gohan in particular, think of them as parental figures. Since Goku grew up mostly alone other than his grandfather his attachment to them as family came to be essential in motivating him to gain the strenght that he has.
